The owner of the vehicle will need to visit the local RTO in person to submit the application for the NOC. The completed CMV 28 form needs to be submitted along with various important documents. You are required to make a payment of Rs.100 for the NOC application. Once the application has been submitted, the RTO will obtain a report of the vehicle from the Police authority to check if the vehicle is involved in any criminal case or stolen. If there are no outstanding dues or DSA cases pending against the vehicle, a receipt of clearance is obtained and No Objection Certificate is issued. On the day and time of appointment, applicant will have to clear driving test. After successful completion of the test, Permanent driving licence is issued.  

If you are travelling to some foreign country and you want to drive vehicle there , international driving licence or international drivers permit is required . It is issued by RTO and the validity of it is 1 year. To apply for international driving licence it is must that one should have valid driving licence. Application for international DL should be submitted to the RTO from where Driving Licence is issued.
