Issuance of Phytosanitary Certificate (PSC)
The World Trade Organization (WTO) established in 01 January, 1995 with major function to administer rules of trade between member countries. The WTO oversees four agreements which are related to agricultural trade i.e. Agreement on Agriculture (AoA),Trade Related Intellectual Property Rights (TRIPS),Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary (SPS) Agreement. The Agreement on Application of Sanitary and Phytosanitary (SPS) Measures has direct and major implications on the trade of agricultural commodities. In the WTOSPS Agreements the agricultural commodities being exported will have to be certified by the competent authority that the same is free from microbial pathogens, insect-pests including microbial toxins and namatodes, etc. Indian farm exports have been adversely affected by SPS regulations. Because of not follow-up particular standards as per WTO SPS norms, a consignment of Basmati rice exported from India was rejected by U.S.A. quarantine with the reason that Khapra beetle was associated with it. Similarly, China Government rejected a consignment of mango recently on the basis that the mango fruits belonged to the region, which was not a diseases and insect-pests free area. Thus, recognizing the importance of issue, Our University has been establish state of the art laboratory for testing the agricultural produce as per international phytosanitary standards and issue PSC for export. So India can compete successfully in the global market.
