The toe load measuring device basically consists of a pre-calibrated helical spring (12) which has got a lever arrangement attached to it, in order to grip the elastic rail clip. The lever arrangement engages the toe of the ERC by means of a link hanger (3) and long-steel grip (1). When the spring is compressed by turning a rotating handle (7), the toe of ERC gets pulled up. The amount of compression is visible on a graduated scale (13) by a pointer (8). ii) The reaction for the pull is provided by a base, plate (4) having three legs (9a & 9b) and (15). Each of these legs acts as a point of support. Out of three points of support, one (15) rests on the top of the rail-head and two (9a & 9b) on the sleeper. iii) The helical spring is housed inside a box (11). The base plate is provided with two slotted holes so that supporting legs can be adjusted for using the device on different types of rail sleeper assemblies. iv) There are difference in the position if ERC-Mk-I & II, ERC-Mk-III and ERC-Mk-IV. The maximum difference of link hanger position is between ERC-Mk-I and ERC-Mk-IV i.e. 48-25.0 23.0 mm. Due to this difference in the centre toe position of ERC-Mk-I & ERC-Mk-IV, one leg of the toe load measuring device does not rest on the sleeper when toe load is measured of ERC’s Mk-III & IV. To overcome the critical resting the leg on the edge of the sleeper an extra plate serial no. 19 as auxiliary base plate of spring base and making the base plate with slotted hole of 20.5 mm centre to centre has been adopted in modified version of TLMD.
