During the implementation process the recommendations have required a significant commitment of human, manufacturing and financial resources. In addition, during the implementation-phase there was disruption of the supply of hydrogen to the consumer which significantly increased unit costs. The recommendations of the working group are based on a combination of operating experience and on- going experimental work.
