In a Ball Valve a sperical hollow ball with a hole in the middle, that is propotionate to the pipeline size, is used to control the flow in a pipeline. In a lever operated Ball Valve, if the position of the lever is perpendicular to the valve body then the valve is in closed position or in other words there is no flow in the pipeline.
